THE CENTRAL BANK OF MONTENEGRO ISSUES

INVITATION TO PUBLIC INTERNATIONAL COMPETITIVE BIDDING FOR

APPOINTMENT OF AUDITOR

Central Bank of Montenegro.

 

SUBJECT:

Audit of annual accounts of the Central Bank of Montenegro for the year 2002, in accordance with the Law on the Central Bank of Montenegro and international auditing standards.

 

TERMS OF PARTICIPATION:

Participation is open equally to both domestic and foreign registered auditing companies which meet the requirements set forth by laws and standards for performing this activity. Each bidder must include a company history demonstrating the bidder’s experience and competence with respect to the audit

of central banks.

Participants are requested to submit along with the bids a statement that the audit will be performed and certified in accordance with international auditing standards.

Participants shall describe the auditing methodology they intend to use.

Bidder shall submit one bid only the contents of which may not be changed after submission. The bid

must be submitted in Serbian and English, two copies each in both languages.

 

CRITERIA FOR EVALUATION OF BIDS:

Bids will be evaluated on the basis of documented evidence on:

• Experience, which consists of the data on professional qualifications and work experience of members of the proposed auditing team including any foreign experts having auditing and additional analitical, possibility of involving foreign experts in audit and additional analytical
• skills;
• Time line by which it is guaranteed that the audit will be completed by 15 May 2003;
• Plan and methodology of the audit with an explanation of how the audit will meet international
• accounting standards;
• Fees and costs in EUR for completing the audit by 15 May 2003 plus any provisions for increasing or supplementing such fees and costs; and
• References in writing from other clients for whom the bidder has completed similar audits in the past three years.

 

DEADLINE FOR SUBMISSION OF BIDS

Bids may be submitted personally or by registered mail at the below address by 29 November 2002 by 16.00 h.

Bids must be in closed and sealed envelopes, with a note: »DO NOT OPEN – BID FOR AUDITING«.

 

OPENING OF BIDS

The Commission for Opening of bids will open the bids in public on the premises of the Central Bank of Montenegro, ul. Nemanjina obala broj 7, Podgorica, Montenegro, on 5 December at 12.00 h;

Bidders are encouraged to attend the public opening of bids.

Potential bidders may seek additional information about the terms of the bid to be submitted in response to this tender announcement by writing to the above address shown for Deadline for Submission of Bids. If the information sought is of general applicability to all bidders, a suplemental notice responsive to the inquiry will be published.

Bidders will be informed about the selection of best bid within 30 days of the day of opening the bids.
