The Central Bank of Montenegro has received a grant from the World Bank toward the cost of the Institutional Strengthening of Governance in Internal Audit and Internal Control of the Central Bank of Montenegro IDF Grant, and intends to apply part of the proceeds for consultant services for Strengthening Governance Structure at CBM (insert name of assignment). The services include:
1. Strengthening of Audit Committee:
(i) strengthen the newly established Audit Committee of the CBM in fulfilling its oversight responsibilities for financial reporting process, strengthen the system of internal control over financial reporting, audit process and the CBM′s ability to monitor compliance with laws and regulations of the code of conduct; and
(ii) train members of the newly established CBM Audit Committee in their new oversight role;
2. Strengthening Internal Control:
Bank- provision of institution – wide training to enhance understanding of the linkages between external and internal audit findings and internal control concepts, develop necessary knowledge, skills and information of the participants in internal control, whilst providing practical tools and techniques for implementing internal control framework in the CBM;
3. Enhancing Business Ethics:
Provision of technical assistance to perform a detailed analysis and assessment of the Code of Business Ethics, and prepare an implementation plan that will entail the CBM staff awareness program and communicate the Code of Ethics to all staff.
The Central Bank of Montenegro now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, references, etc.) along with their CVs.
An individual consultant will be selected in accordance with the procedures set out in Section V of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
The level of efforts for this assignment is _20_ staff days.
The interested candidates should fulfill the following minimum qualification criteria: Minimum of 10 years in the Internal Audit Profession, preferably at least 5 years at internal audit management level. Experience with central bank internal audit is preferable. The candidate should preferably have professional qualification of Certified Internal Auditor or other similar qualifications.
